small test projects reproducing the bug

BUG DESCRIPTION:

It is ok for me to call scilab successfully, run as>Java Application. 
However, I have to call scilab in Plugin/OSCI mode, and in Eclipse Application I can't call scialb.

HOW TO REPRODUCE THE BUG:

In order to let you clear my problem, I simplfied my experiment and you can import my small test projects in test.rar in your computer. There is also
a Steps.pdf  describing the steps and problems.
Then you can reproduce my bug.

when I run a new Eclipse Application, should I set new path ? like %SCI%\bin
