With Scilab 6.0.1 on Win7 64 bits, i get:

--> [fact,b2,b1,b0,c1,c0,zzeros,zpoles]=syredi(1,4,[2*%pi/10,4*%pi/10,0,0],0.02,0.001);
--> b1
 b1  = 
  -0.5354229   0.348964   1.

Which is the expected result (as in Scilab 4.1)
