<pre>Following the steps you indicates, with this demo and with Scilab 6.0.1 / win7 64 bits, i don't get the reported behavior:
When i increase the size of the clock or of the "10" block beyond the top of the diagram, when i release the resizing, the diagram is automatically
shifted to the bottom in such a way that the upper border of the resized block comes on the top of the diagram.
Then, selecting a link and running "Format de liens\Optimal".. does nothing.
When i move the whole diagram to the top beyond the upper border and then i release to set the new position, i get exactly the same behavior.
I am not able to reproduce your reported observation, with the same demo, the same Scilab version, and the same clear protocole.</pre>
