This tag allows to include some external xml code.
This means that some XML code may be shared by several pages.
This mechanism is potentially very useful.
For instance, some long list of parameters shared by some graphical functions may be written in only one file, and then shared.
This tag is used for instance in SCI/xcos/help/en_US/palettes/Integer_pal/JKFLIPFLOP.xml
