Scilab dev news

[Sylvestre Ledru]

Hello,

Two news people have just join the Scilab world :
* Laurent Vaylet has joined the Scilab team at the INRIA and will be
working on Scicos.
* Yann Collette is joining us as a Scilab external developer. He will
extend Scilab capability in optimisation and the help (and has been
helping us for a long time with bug reports, nice emails and misc
information).
