[Scilab-Dev] Failed to build Scilab with VC2008Express this week.

Did you follow the steps described here:

http://wiki.scilab.org/Visual_Studio_C%2B%2B_2008_Express

Especially what this page is saying about prerequirements?

Did you try to clean and rebuild all?
