Lyx can generate a docbook document.
Open a new document and go to Document->Parameters and then "document 
class".
The first entries are:
- DocBook article (SGML)
- DocBook book (SGML)
- DocBook section (SGML)
- DocBook chapter (SGML)

I will have a look at xml page to see if it works.
