[Scilab-Dev] Windows build prerequisites for scilab (GIT master)

Thank you for your efforts. However I'm sorry, but it still does not 
work for me.

I can get no answer from the server, neither with the link provided by 
Allan below nor with the link you marked [1] in your message.
