[Scilab-Dev] Localization for Windows Multilanguage

Allan,Sylvestre  and all,

I update the patch for the modification you made on,

As you will see, this patch (gettext2.diff) is quite small, and most
of it reverted to it's original natural   form.

Also included are the tests I made for different languages on my
Chinese Windows .

The Prequirements Library I send to you, is just for someone the need
a quick test for this patch.
