[Scilab-Dev] 5.3.0 built with Atlas but with_atlas() returns F

The Atlas libs seem to work fine as far as scilab benchmark times are
concerned.   The problem seems to be an old bug in with_atlas(),
i.e., it's a scilab problem I think.
