SEP#50: Xcos help folders and naming conventions.

Hello,

An abstract of the SEP :

The progress of the work on the help of Xcos has for result an
increasing number of files for examples and images.


This SEP proposes a new folder hierarchy to make more easy the
management of the images, and examples. It proposes also a 
standardized naming of files and a standardized writing of 
the link's references.

This SEP will also serve as reference for the writers of
the help of Xcos
