[Scilab-Dev] SEP 88: New functions to get remote files

Hello Samuel,

Many thanks for your feedback. Since it is not too late to perform
changes on the functions, I will see what I can do :)
I have to see the potential impact of merging the two but, a priori, I
don't see much issues here.
