[Scilab-Dev] Crash after downloading IPVC

Hi,

Please perform the following:

Pre-requisites:
sudo apt-get install build-essential
sudo apt-get install libopencv-dev

after that, launch Scilab and run atomsInstall, restart Scilab and 
rebuild the toolbox.
