[Scilab-Dev] conda recipe for scilab

Thanks for the heads up.

I set `--without-matio` because `matio` is not yet packaged for
conda-forge, but I can certainly make a recipe for it.

PS: I am also not building the GUI because it requires a too-old version of
openjdk. Is there a plan to update to the latest version?
