      In the recent commit <a class="moz-txt-link-freetext"

      hundreds of copies of CACSD XML files in english were made as is

      in fr_FR, ja_JP, pt_BR and ru_RU directories when translated pages

      were missing.<br>

      This is very unusual. Is it on purpose?<br>
