To check Russian under windows (Code page CP1251), you don't need build
from source, a binary version (Scilab5Beta2) is sufficient.
But you need following files
locale\....\scilab.mo
and
modules\localization\jar\org.scilab.modules.localization.jar
you can copy these two files from your linux machine to Windows binary and
this establish a test environment.
If I am right, DOS console 'scilex.exe' can display your language but
Java console 'WScilab.exe' will fail.
