[Localization] Scilab project permission policy changes under Launchpad

Hello,

To ensure Scilab translation quality, we decided to switch translation 
permission policy to Restricted.

If your account is no more allowed to access Scilab project, you will 
have to ask to join Scilab.team (the only team allowed to make changes 
on Scilab translations) by clicking on "Join the team" on this page 
https://launchpad.net/~scilab.team.
