[Localization] chapter "core" Persian translation‏

Hi;

Here you can find the Persian version of core modules help pages.

As I reported earlier, a new CSS file should be applied to the Persian pages
(please see: https://bugzilla.scilab.org/show_bug.cgi?id=12810 )

So if possible, please fix this issue before pushing out the Persian
translation.
