[Localization] Patch to fix a problem with wrong localization of help pages

Hi.

I discovered a problem with localization of help pages for 'Java from
Scilab'. For ru_RU it was ja_JP, and for pt_BR it was ru_RU.

Here is a patch to fix this problem.  localization.7z
