I overlooked, obviously if scipad doesn't start correctly, it might not
create this file at all upon exit.

Though I can't reproduce and I think it is most likely a tcl bug in your
installation, I'll try to figure out and to suggest tests. I'll just
move the discussion to where I feel it belongs more, i.e.
