Scilab packages for Debian & Ubuntu

Hello,

To simplify the diffusion of Scilab, I have been working to produce
Debian (sid/experimental) & Ubuntu (intrepid) packages.

They are available here:

Note that doesn't mean that we are going to release Scilab all the time
like that (even if I probably will). It is a trial balloon.
