You can download the prerequirements to compile scilab at http://www.scilab.org/download/index_download.php?page=release#linux
Decompress the archive and copy thirdparty/jgraphx.jar into /usr/local/share/java for example. If other jar archive are missing, look at the thirdparty directory.
