Yes, It is possible under every operating system... 
You just have to select the black bar and to drag it on an other Scilab
window. You will see the docking system. This works with most of the
Scilab features (Xcos, text editor, help browser, etc).

We do realize that, at first, this feature is not obvious. However, we
will probably improve this part with a concept of workspaces in the
version 5.3 of Scilab (and editvar/browsevar available into the docking
system).
