This declaration is wrong. 
JAVA_HOME must point to a path which should be
/usr/local/java/java 
here

JAVA_HOME=/usr/local/java/java scilab 
should start Scilab

FYI, 
SCIVERBOSE=1 scilab 
will give you some debug information.
