exercise on list

*Hi,
somebody can tell me how to solve the following exercises thanks a lot.

without using (loops: for or while)  create  the list of numbers as follow:
1, 2, 2, 3 3 3  4 4 4 4    5 5 5 5 5    ......       9 9 9 9 9  9 9 9 9   

1 0  2 0 0  3 0 0 0    4 0 0 0 0       .....  9  0 0 0 0  0 0 0 0 0
