MacOsX 10.6.8- only console window is active.

Hello,
I have some issues with Scilab. The main problem is that the only active window after program starts is Scilab console. It seems impossible to use functions on upper bar such as file, edit, aplications, prefernces. On console window I can only enter text. All buttons are inactive. My system version: snow leopard 10.6.8. What is the problem ?
