[Scilab-users] How to setup Scilab on computer without internet?

Intel math kernel is not free. It comes as evaluation version.
Also on the link given above, only linux version is present.
Where is Windows version for the same available/

Also can anyone tell, where to download other libraries like Atlas or
Reference blas libraries/
