[Scilab-users] C compiler

my understanding is that Visual C++ 2010 Express does not include a 64 bit
compiler, the Windows Software Development Kit version 7.1 does.
However it can't be installed under Win 8 where SDK 7.1 always refuses to
install. So question is what compiler to use under Win 8?
