[Scilab-users] finding reasonable axis markers for plotting a random data set

Here is the code in a testfile to make things easier for those who want to
give it a shot and test it. I know there are some duplicate lines that could
be avoided by changing the boolean logic a bit but I fear that the
readability of the code will suffer (as it is quite bad already). Also
please be kind with your comments, as I am not a programmer and also a total
Scilab beginner. :-)
