BUG DESCRIPTION:

Some tooltips are displayed when overflying "?" on the "New module" initial admin page.
The same Question marks are displayed in the "New version" or "Update" (of an existing module), but Toolstips are disabled.

HOW TO REPRODUCE THE BUG:
-------------------------
* Edit an existing module. Overfly a question mark: no tooltip is displayed
* From an existing module, click "Add a new version". On the new formular, Overfly a question mark: no tooltip is displayed.
