[Scilab-Dev] setlanguage

Hi,

I restart my machine (WindowsXP) , edit the file as you tell me and launch
Scilab.

The error message is the same.

And then I copy thirdpady and java/JRE from Beta4 binary to SE-trunk-26414
binary, and launch Scilab.

The error message still the same.
