SEP #4: Making scilab function genlib returns information

This SEP proposes to change the Scilab function genlib in order to have
a return value, to get some feedbak (for example, for the build
process, or for the toolboxes compilation chain I'm working on). It's
already implemented in the package_manager branch, but just for my
own usage: it still can be modified, so don't hesitate to comment.
