[Scilab-Dev] Localization in Scilab 5.0.3

[Shiqi Yu]

For Simplified Chinese, there are some errors under version 5.0.2.
I have submitted to bugzilla http://bugzilla.scilab.org/show_bug.cgi?id=3692
Hope these errors can be fixed.
