I just download 'scilab-branches-5.1-1232475767.exe' to test.  This
build has problems with my Chinese Windows, it can not detect language
I use and always startup with 'en_US' language. Menus of main console
is therefore in english.

But source from today's GIT master works fine for me, I can build a
chinese version without problems.
