[Scilab-Dev] Documentation system: notification about changes of the original help page

Hi.
The documentation system of Scilab has some problems. There is no mechanism
of notification about changes of the original help page. And it leads to
problem of user who does not understand what he does wrong and so on.

This SEP is proposal of such mechanism.
