[Scilab-Dev] Unable to clone svn repo

Hi all,

I am trying to build Scilab from source following instructions given  here
<https://wiki.scilab.org/Compilation%20of%20Scilab>  . I am able to clone
git repo but not able clone svn repo (prerequisites). 
It gives me error as 'svn: E000110: Unable to connect to a repository at URL
svn://svn.scilab.org/scilab/trunk/Dev-Tools/SE/Prerequirements/linux/bin'
svn: E000110: Can't connect to host 'svn.scilab.org': Connection timed out'

I am accessing internet through proxy. So, I thought it might be because of
proxy. But I am able clone other svn repo (apache repo). 

Can somebody help me?
