[Scilab-loc] "Startup execution:" and " loading initial environment" messages missing

Hi,

On the svn,  these messages are missed for languages  zh_Tw, zh_CN and
ru_RU. I think there must be something wrong loading po files from launcphad
to SVN in your synchronization processesing.

It's better to reload core.po files for zh_Tw, zh_CN and ru_RU languages.
