Scilab 5.1 and Russian localization

Hi, all.

I've just downloaded Scilab 5.1 to see how it works with Russian
localization.

I found out two issues:
1) Not all menu items are translated although they are really translated
in launchpad, e.g., "&File" should be "&Файл" in console window, but it
is displayed as original "&File"
2) Alt+Key shortcuts don't work in Russian locale, e.g., pressing Alt
+"П" doesn't open "&Правка" menu as expected

Please explain what version of Russian localization passed to Scilab
5.1? Is it possible in launchpad to see what translated items were
approved and what were not?
