In your config.log, you can find the line:
> configure:28580: error: header file tcl.h has been found for 8.4*  but
> no corresponding tcl library (ie libtcl8.4.so)
Which means that you have a problem of your TCL/TK installation.
Try to fix it and the ./configure should work.
