Plotlib version 0.21

Hi all,

Glad to announce that the plotlib is back and works
for Scilab 5. All the code has been optimized to work
with the new graphics and the help files are now
integrated in the help system (complete rewrite of
xml help files, with many screenshots therein).

Just a small reminder : the plotlib is dedicated to
users switching from Matlab to Scilab and is still
needed, although Scilab graphic system has made
considerable progress.
