Yes, you can use for commercial use as long as you respect the CeCILL

For your information, there is a MySQL connector existing:

and an Excel add-in:
http://forge.scilab.org/index.php/p/scilab-xll/

An other DBMS module is going to be developed into the Google Summer of
Code context probably on Qt SQL to be able to use other DBMS
(Postgresql, SQL server, etc).
