Does Scilab and Octave use same libraries?

Hello Users,

we are developing a dissimilar system.
We have to use different development tools for each dissimilar component.
We found, that Octave uses several libraries like fftw.
I didn't find any references in the Installation Guide, but
when I checked the bin directory surprisingly I found fftw.

Does Scilab use public libraries? If Yes, which are these?
