The usage of "sawtooth generator"

Could somebody translate this to something understandable? :

"sawtooth wave generator: output is from to where and denote the times of
two successive input events"

This block ignores all attempts at parametrisation, and a silly test (a
clock and a scope) produces a stream of zeros (it seems so)...
