I think that implementing stitching in scilab is not a small task!
To get a better idea of the math behind stitching you can have a look at 
autostitch and more specifically at the publications related to this soft:

As someone else mentioned, SIVP contains all the building blocks (ie all 
the low-level functions for images manipulation).
