[Scilab-users] figure with several subplots and two y-axes for each subplot

Executing the simplified code ("hold on" added to see both curves) leads to
the malfunction as mentioned above. As you can see, there is no second
y-axis (right-side) in the upper subplot. For clarity, see picture in
appendix!
