You should keep in mind that some functions that are available in toolboxes for Matlab are included in Scilab (e.g. the optimisaiton functions).

So the best is to look first at
http://help.scilab.org/
and either browse by topics,
or type the name of the Matlab function and see if it fits.

Then look at the modules, described  at
http://atoms.scilab.org/
