[Scilab-users] Scilab 6.1.0 - MinGW

Hello

Many Thanks to Antoine for reintroducing MinGW tools in atom pack and plug,
after all discussions on email and phone last week-end, for compiling
palette in xcos with no errors and no warnings in c++.

Include files are ok now (.h)

Buider is ok. After other problems to discuss.
