try this way, ..

From the attached file in the Scilab dev. mail list ,  entitled

'Non Unicode language locale patch for Windows and Linux'

http://lists.scilab.org/cgi-bin/ezmlm-browse?list=dev&cmd=showmsg&msgnum=414

Download the zip file contains my patch with source and 3 Windows .dll file
(in bin directory).

Copy  these dll files to replace your Windows binary and try again.

It should work .....
