[Scilab-loc] Scilab 5.1 and Russian localization

Hi :

I just check Russian localization file,

   modules\core\locales\ru_RU\core.po

and find strings in this file are untranslated

msgstr ""

msgid "  loading initial environment"
msgstr ""

msgid "&File"
msgstr ""

---------------------------------

may be this cause the problems.
