I am not a lawyer. So, do not consider that as official.

If you ship Scilab (modified or not) with your code, yes, everything
would have to be published under the CeCILL or GPL license.

However, if you provide an extension and say "you need to have Scilab to
run it", you can use the license you want.

If you need to provide a customized version of Scilab because the
current version of Scilab does not provide the tool that you need, you
can get it touch with us (the Scilab developers) to see your changes
integrated and distributed into Scilab.
Of course, this has to be discussed; we try to keep Scilab distribution
as generic as possible but we welcome new contributions.
